All SC students studying from V to X std in Government / aided schools are eligible for the award of Pre-Matric scholarship, except students who are residing in Government run or Grant-in-aid hostels. Post-Matric scholarships are sanctioned to SC students studying in various courses in recognised colleges and universities after S.S.L.C. for both day scholars and hostellers at different rates prescribed by the Government of India. The Taluk Social Welfare officer at Taluk level or District Social Welfare office at District level. The Chief Executive officer of the Zilla Panchayat can also be approached.
In addition to the Government Pre-Matric hostels, voluntary organizations are also encouraged to run hostels wherever necessary. The Department of Social Welfare gives grant-in-aid to them. This Grant-in-aid covers only food charges, building rent and honorarium to the staff. There are 239 Grant-in-aid Hostels functioning throughout the State. About 13,634 students are benefited. The selection of the students to these hostels is also made on the same pattern as that of the Government hostels by the Taluk selection Committee. The voluntary organizations which are running SC/ ST Hostels can be sanctioned Grant-in-aid by the Government of Karnataka only ,if they follow the Rules for recognition and payment of Grant-in-Aid to SC / ST Pre-Matric Hostels according to the Govt. In order to encourage bright SC boys, the social welfare department is sponsoring them to study at some prestigious Educational institutes like Shri Ramakrishna Vidyashala, Mysore and Janaseva vidya Kendra at Chennenahally. This scheme of sponsoring meritorious students to Ramakrishna Vidyashala started in1981 itself initially with 10 students and presently each year a total of 25 SC students are sponsored to 8th, 9th and 10th standards by the Social Welfare Department. In the year 1999-2000 more Residential Schools namely Janaseva vidya Kendra, Chennenahalli, Bangalore and also J.S.S Residential school in Suttur Nanjangud taluk have also been taken. Cash Prize is awarded to those SC students who secure within I to X ranks in Degree examinations & those who secure first three ranks in P.G.studies. Students need to apply online to recieve the cash prize.
This scheme was introduced during 1997-98 to encourage and help SC students who are doing research in different Universities for their M.Phil and Ph.D courses. The students doing their M.Phil courses are entitled to get a financial assistance of Rs. 8,000.00 towards the end of their course at the time of submitting their thesis, as this is a one-year course. Ph.D students are sanctioned, Rs. 10,000.00 towards the end of their research work. Those students who continue Ph.D directly after M.Phil are eligible for financial assistance in third year itself. The objective behind the scheme is to establish book banks in each Medical (Ayurvedic / Homeopathy inclusive), engineering, Agriculture, Veterinary, Polytechnics, Law courses. Chartered Accountancy MBA and Biosciences in SC students who comfort afford to by such expensive text books due to which there may be dropouts and failures among them. Therefore the scheme aims at upliftment of the SC students and prevent failures amongst them.
In the year 1997-98, in order to reduce the dropout rate among high school going girl students, and to encourage them to study further, a Incentive Scholarship of Rs. 500/-was sanctioned for high school going girl students, in addition to the Pre-Matric scholarship of Rs. 100/- per annum. In some institutions especially in technical and professional courses, a study tour is compulsory. Since most of the SC students may not be able to afford to go on such tours by spending the required amount of money, the Govt. has introduced this scheme.
